New UltraTech Extra Large 39 in. Long x 6 1/2 in. Diameter, 42 Gallon Flow Rate, Secondary Containment Self Bailer 9926 with 9927 Hydrocarbon Filter (Installed).
This was purchased in a load of salvage freight last year, and it is new in the original factory box.  Near as we can tell, this is supposed to filter hydrocarbons (oil & fuel) from stormwater runoff so you can safely discharge it into streams and city sewers - just like nature intended.  Well maybe not like nature intended, but at least it shows you're trying, and it should help keep the environmentalists off your back.  That way, you can point to the guy upstream as the likely culprit.
Box is rough, and there are a few label scratches on the unit.  Includes all parts and literature shown in the pictures.

:
Passively filter hydrocarbons from storm water in outdoor containment products. Outdoor spill containment presents a challenge that is not seen indoors...rain. Unless outdoor spill containment is covered / protected from the elements, it is susceptible to rainfall. If a containment unit's sump gets filled up with rainwater, it loses its capacity to contain spills. In other words, for every gallon of rain in the sump, there is one less gallon of chemical / fuel / hazmat that can be contained. The Ultra-Self Bailer is designed to attach to any spill containment unit, typically by a bulkhead fitting. Rainwater drains through the bulkhead fitting and any residual oil, gas or other hydrocarbons is removed by the filter media inside of the unit, allowing only clean water to exit. In the event of a spill, the media swells, completely sealing off the Self Bailer preventing any liquid from escaping.
