Arthur Wellesley, the first Duke of Wellington (1769-1852) ended the Napoleonic wars by defeating Napoleon at the Battle of Waterloo in 1815. Wellington later served twice as Britain's Prime Minister.
The note reads as follows: "The Duke of Wellington presents his compliments to Captain Hamilton and begs leave to return his thanks for his note of the 1st [illegible] and the Papers. London August 2, 1820."
"Captain Hamilton" was probably Captain John Hamilton (1765-1858), who captained a Dover packet and was later knighted in 1845.
